The concept of the ASIFA Website, and particularily of the news-section, is TO SERVE AS AN OPEN PLATFORM, for all ASIFA Groups and Offices, ASIFA members and friends of ASIFA. It means, that all are invited, to send the material, which they want to be published to the editor@asifa.net, and it will appear at the next up-date. The coming dates for 2003:

At the Extraordinary General Assembly in Annecy 2003 it was decided, that in the future the ASIFA Board shall be composed of the delegates from all ASIFA Groups and ASIFA Offices. This means, that a worldwide election on candidates for the ASIFA Board - as it was done in the past - is no longer necessary. It has been replaced by this new system of representative democracy. The transition to the new system is currently 'under construction' - the dissolution of the current ASIFA Board and the installement of the New ASIFA Board will take place at the General ASIFA Assembly during the Cinanima Festival in Espinho (Portugal), most likely on Friday, 14th november 2003. In order to have a strong start of the New ASIFA Board it is very important, that all ASIFA Groups and ASIFA Offices take a decision about which person they want to send as their representative. According to the new ASIFA Statutes these delegates shall be elected by the members of the local ASIFA Chapters. - To participate in discussions and votes. - To represent the interests of the ASIFA Members of their group. - To give information about the activity of the local group (or region where they come from) to the ASIFA Board and to ASIFA's media (e.g. ASIFA Magazine, ASIFA Homepage, etc,) The right of the ASIFA Board members from ASIFA Groups is to participate in all important decisions and votes, the ASIFA Board members from ASIFA Offices have the same right except the right to vote. Or - to sum it up: The function of the New ASIFA Board Members is to be a LINK between the local members and the international administration - working in BOTH DIRECTIONS. - ASIFA Board Members should represent the interests from members of their region, they should give information from their groups to the ASIFA Board and to ASIFA's media. - On the other hand they should give reports about all projects and activities of ASIFA (particularily about the discussions and votes on the ASIFA Board) back to the members in their group. | ASIFA Assemblies in Portugal 2003 : Important meetings for ASIFA's future! |

In order to finalise the transition to ASIFA's new organisational model, there are still - according to our statutes - two different ASIFA Assemblies necessary: An Extraordinary General Assembly and an Ordinary General Assembly - both will take place during the Cinanima Festival in Portugal, between 10th and 16th november 2003. The task of the Extraordinary General Assembly will be to finalise the text of the New ASIFA Statutes. Currently a special Working Group, consisting of Beatrice Reichhart (Switzerland), Ray Kosarin (USA), Rolf Bächler (Switzerland), Antran Manoogian (USA), Thomas Renoldner (Austria) and Sarah Fay Krom (USA) is working on the preparation of the papers. The more important meeting however will be the ASIFA General Assembly. It will be the first meeting of the NEW ASIFA Board, and it will have two main issues to discuss and to decide: 1. Election of the ASIFA Executive Board / CALL FOR CANDIDATES At the moment there exists a proposal for the following composition of the ASIFA Executive Board: Composition of the ASIFA Executive Board: This composition however is at the moment only a proposal, and the ASIFA General Assembly in Espinho will have to decide, how to finally compose the Executive Baord. Following the new statutes, the members of the ASIFA Executive Board not necessarily have to be members of the ASIFA Board, but can as well be specialists (like e.g. the Sponsorship Manager) from outside the ASIFA Board. If you are interested to nominate yourself or a person you know as a candidate of one of the possible positions on the ASIFA Executive Board, please send name, address, e-mail and the function, at the latest until 30th september 2003, to Vesna Dovnikovic, our ASIFA General Secretary at secretary@asifa.net 2. ASIFA's activities in the future: The second main issue for the ASIFA General Assembly will be of course, to discuss and decide the general future policy of our organisation. This concerns many different topics, and a more elaborate schedule will be presented in the next up-date of ASIFA.NET. But it can be forseen, that the following topics will be part of the Espinho discussions: The practical details of ASIFA's new organisational structure should be discussed and written down in regulations. The aim should be, to let all ASIFA members feel more strongly, that they are part of a really international association. Which role should ASIFA's printed magazine and ASIFA's homepage play in the future? The ASIFA Patronage System was finished a long time ago, a new system to replace it (e.g. Festival Information System) is not yet installed. Still it seem necessary and useful, that ASIFA should play an important role in protecting the interests of filmmakers and good festivals. How to move forward? Together the international ASIFA Groups could organise projects, for the benefit of all participating groups. - ASIFA Film Tours: The idea to compose animation programmes and to let them tour around the world is under discussion. - ASIFA Film Database: The ASIFA Groups in France and Switzerland are preparing a project, which might be intersting for other ASIFA Groups too. |

ASIFA has always been an organisation working across national, cultural or religious borders.Sayoko Kinoshita reminds us of the pacifist tradition of ASIFA; she was the first artist to send an animation - her "Peace Bird" - for the new project on ASIFA.NET. In the meanwhile more animations from around the world arrived, so we could start the exhibition. One of the now participating artists is Yannick Mahé from France, who sent the following letter: Yes. The biggest animation film event in Switzerland is back again: the fourth edition of the Fantoche International Animation Film Festival will take place again in Baden, Aargau. Around 300 short and feature films from close to 40 countries will be screened in 40 programmes.
In 1995, Fantoche started with a vision - to enrich the Swiss cultural landscape with an internationally oriented animation festival. In the three festivals that have been held to date, it is unmistakeably clear that this vision has become a reality. A biennial festival, Fantoche grew each time. In 1999, the festival was even more successful compared to 1995 and 1997, not only in terms of attendance (16'000 visitors over six days), but also competition entries (780 films from 34 countries) and media echo. And the international artists' community also recognised the festival as contributing to promoting the art of animation. The Comeback: New Structure, Financial Guarantees and Ongoing Enthusiasm It became clear that Fantoche hat reached a critical mass and could only survive with increased financial means. Measures to secure the festival's far-reaching success, its high programme quality and the professionalisation of its organisation were unavoidable. Fantoche then decided to untertake a thorough restructuring. Due to a lack of financial guarantees, the festival was subject to a hiatus in 2001. In summer 2002, preparations for the 4th edition began. The impetus was finalisation of a 5-year cultural performance agreement with the City of Baden that went into effect in 2003 that was simultaneously bound with a significant increase in civic financial funding. Comparable agreements have been achieved with the Canton Aargau and the Swiss Federal Office for Culture. In order to guarantee continuity, at the end of 2002 Fantoche created a year-round Administration post; the festival office was relocated down the Limmat river to overlook its Baden shores. The restructuring hasn't affected the festival's spirit or aims. It is much more organisational in its essence and will contribute to more efficient and goal-oriented realisation of the festival content. The Programme: A New Kind of Wellness in Baden - Hot and Cold Dips in a Visual Image Overflow Fantoche was the first and remains the only festival in Switzerland that engages completely with animation film and provides it with a unique platform. In 2003, it continues on this track by selecting the most innovative, risk-taking and artistic novelties for its international competition. Fantoche encourages ‚young' talent in their visions, locates Swiss film-making in an international context, presents the current ‚Best of the World' and, in thematic blocks and programmes, focuses on particular aspects of the animated form. Symposia, workshops, retrospectives, discussions and lectures establish relations with other creative disciplines and offer an opportunity to enter into deeper dialogue with the manifold characteristics of animation film. Newsletter 5 July 7, 2003 Festival Dates: October 16-19, 2003 The Canadian Government has reinstated the funding of the Ottawa International Animation Festival for at least one more year. Thank you to everyone who wrote letters and thank-you to Telefilm Canada for listening! SEPTEMBER 22-26, 2004 Animators and animation fans from around the world will be glad to hear that Telefilm Canada is resuming its funding of the Ottawa International Animation Festival for at least one more year. In a June 16th letter from Telefilm Canada's Director of Communications and Public Affairs, Danielle Dansereau, OIAF organizers were simply told that Telefilm Canada is in a position to only support events that are primarily focused on screening feature films that are destined for wide distribution. When word leaked to the industry, animators from around the world flooded the festival office with letters of support. Canadian animation companiessuch as Funbag, Head Gear, Bardel Animation and Atomic Cartoons sent in letters of protest, as did representatives from U.S. heavyweights such as Klasky Csupo, Pixar, Warner Brothers, Dreamworks and Walt Disney. Many individual animators such as David Fine and Alison Snowdon (creators of Bob and Margaret) and Oscar winners such as Wendy Tilby and Amanda Forbis also expressed their shock at the sudden and disappointing cut. In all, the festival sent 300 letters of support to Telefilm and to the office of Sheila Copps. Local M.P.s and the City of Ottawa also strongly supported the festival, which brings millions of dollars to the local economy. After listening to the animation industry, Telefilm Canada plans to conduct more in-depth evaluation and consultations in the fall before coming to a final decision. Animation festival organizers look forward to working withTelefilm to promote Canadian made television, new media, short film and feature animation. "Given that Telefilm has received criticism in the past for not responding to the needs of the industry, it was refreshing that Telefilm head Richard Stursberg actually re-evaluated the decision based on the feedback they received." Artistic Director Chris Robinson noted. "We hope that the value of our festival as an important meeting place for industry will be acknowledged. It is also crucial to recognize that our festival is a high profile showcase of Canadian animation. Our animators continually give Canada a presence at the Academy Awards." says festival Managing Director Kelly Neall Festival organizers are still seeking corporate partners to help with both the Student festival and the Ottawa International Animation Festival. "WhetherTelefilm resumes funding next year or not, our festival needs more support. On behalf of all those involved in the production of ANIMA´03 - II Córdoba Animation Celebration, I would like to thank you for giving us the chance to see your short. On the last day of the Festival, the awards ceremony took place. The Awarding Jury was composed by animation artists Christopher Hinton (Canada), Walter Tournier (Uruguay) and Javier Mrad (Argentina) (information about them is available at the Festival´s website, www.animafestival.com.ar). The winners are: Exhibition Program I - Internet Animation: Films into the Internet Best Animation Prize: "The Swan Vs. the Spider", Pablo Rodríguez Jáuregui, Argentina. Special Mention: "Laila - Happy Valentine(Just Friends)", Michaela Pavlatova, Czech Republic. Exhibition Program IV - Film and Video - Non narrative Animation The Jury decided to share the Best Animation Prize between the shorts "Intimate Feeling with my friend", by Joon Kim, Korea; and "Cabeza Rayada", by Lucas Sileoni, Armando Frezze and Federico Caram, Argentina. Special Mention: "Travel to China", Gil Alkabetz, Germany. Exhibition Program V - Film and Video - Commercial Animation The Jury decided to share the Best Animation Prize between the shorts "How to cope with Death", by Ignacio Ferreras, United Kingdom; and "War Game", by Dave Unwin, United Kingdom. Best School Work Prize The Student Jury was integrated by Luis Paredes, María Eugenia Rodríguez, Gustavo Gómez and Sebastián Cáceres; film students of the Dept. of Film and Tv, Universidad Nacional de Córdoba. The Best School Work Prize was awarded to "Grandad´s Honey", by Vladimir Leschiov, Sweden. Audience Prize (determined by direct voting of the audience present at the screenings): "Taily Tales", by Michaela Pavlatova, Czech Republic.
